The tower is built on silt which is unstable as a substrate; it started to lean whilst still being built and you can see they tried to correct the shape during building as at least one level is not perfect shape. More recently they have been correcting the lean by gradually removing some of the silt from underneath, from the side which is higher. For a period of time from 1990s, people were not allowed up because it was precarious, but now it is open again.
