Doesn't sound like it's "focused on youth protection" if the brain is still developing until age 20, but, like wine-at-the-dinner-table in France, this seems to teach moderation!

C's Dad, I lived in Germany and they do have alcoholics just not as big of a problem as in the U.S., at least from my point of view in the 90's
