Below here is my reasoning of why other options are wrong (and India is correct) so don't take it literally:
Saudi Arabia is wrong because even before 2019 and since 1980s and/or 1970s and/or 1960s onwards, they have been importing so many American military equipment and weapons. This is partly due to Sunni-majority Saudi Arabia and Shia-majority Iran. The US sort of "gave guarantees" and some deals and some other things to protect Saudi Arabia and "strengthen the bilateral cooperation".
Ukraine is wrong because the West "stalled" or gave military equipment that, together, not too high in value (since the February 2022 invasion onwards). 2019 to 2021, there was no war which Ukraine is in with Russia at that time. So, Ukraine did not import a lot of military equipment/weapons (but still do import)
Qatar is wrong because
1. Small country
2. Can simply relied on its allies (particularly Middle East and the US?)
3. America's largest military base (Al Udeid) is in Qatar (?)
