New York – what is it?

In reality, New York is a state of the USA, New York City is comprised of 5 boroughs, the most popular and best known, Manhattan, followed by Brooklyn, Queens, the Bronx and Staten Island

" NY, NY, so good they named it twice..,". Yet it isn't the State capital. Maybe Albany was bigger back in the 18th C., but did NY never try to take over?
