Why did the USA start to mint steel pennies instead of copper pennies in 1943?

The Keewanee Peninsula in the Upper Peninsula of Michigan was once one of the richest, producing copper mines in the late 1800s. There is still a couple of workable copper mines in the area, Quincy Copper mine in Hancock, Mi. The rest of the copper is unreachable. Area is rich in the history of migrants who worked in the mines. The miner's lunch is called a "Pasty"
