Right ✅️ US, The sratue was designed by Gustave Eiffel, a Frenchman. In France the Phrygian Cap ( or Liberty Cap) was the symbol of freedom during the Revolution. Its origins are in ancient Rome, the Pileus was a soft cap worn only by freemen, not slaves. So that was included in the design of the statue, inside her crown.
It also appears on the Seal of the War Office and the Seal of the US Senate.
