What was the surname of the architect who designed Balfron Tower in the East End of London?

Sorry but that's not a pretty building. What an eyesore I will be critised for saying it but who pays these arcitects to spoil Britain.

Missed this one terribly. Even after 50/50! Was certain it wasn't Goldfinger!!!
