Who leads a fleet of ships in the navy?

Don’t actually recall any Arab Naval leadership . I’m more familiar with the dhows, fishing boats and trading ships between the Gulf and the subcontinent. Must confess that I don’t know much Arab history, despite having lived in Aden( South Yemen)
