Not all muscles are voluntary. Most of your heart is a muscle. Your breathing is operated by muscles, which are only partially voluntary. You can only hold your breath for a short time before your diaphragm and intercostal muscles ( between your ribs) are forced to move, due to rising blood nitrogen levels. Trained free divers (and many marine mammals) can hold their breath for longer than the rest of us.
