If the stadium is not designed, the people would probably demand the Kim to give them a better life so Kim builds things like stadiums. Also Kim is smart enough that people needs a better life under a government

North Korea has allies that are formerly or still communist countries. They received AID mainly from China and Russia. If North Korea spent much money on military then China and Russia helps North Korea's public sector of the economy. The aid ranged from food to money, literally everything.
