Allison was worse because Houston made some improvements that helped in Harvey .... but Harvey dumped more rain. Both were devastating.

I live in Houston, but was out of the country the summer Allison hit. My parents sent me pictures of the flooding. When I showed my co-workers one of the pictures, they asked me the name of the river in the picture. I had to tell them that it wasn't a river, it was a freeway. Unfortunately, I was around for Harvey. Those were some very scary days.
