Kathmandu is UTC+05:45. Perhaps there are 24 standard time zones but there are more nonstandard.

If I'm not mistaken, not all of a standard time zone is used by those of a + 30 zone. Logical answer, it takes 24 hours for 1 rotation, standard time zones are 1 hour, ergo there are 24 time zones in 1 rotation.

I guessed their answer of 24 standard time zone divisions, but I know there are closer to 35 different correct times at any given moment. Most off-the-hour places are near India and Australia.

I travelled by plane from where I live, not far from London, to Berlin in winter. arriving late afternoon it was getting dark. It occurred to me it was exactly the same darkness as at that time at home. Looking at a map I observed that Berlin was exactly 15 degrees East, the same latitude and the clock was one hour forward there from my home.
