I've got a couple of dictionaries of slang and they both date, "before 1905", the use of "willie" to refer to the male member. So was the nickname for the tank, which of course shoots big-time, deliberately picked as a play on words, like an oxymoron? Large, corpulent men sometimes nicknamed "little" as Little John, Robin Hood's bud. Maybe.
