BZ, Hypoxemia is a reduction of oxygen within the blood. Hypoxia is where this reduction has reached the tissue. Hypoxemia leads to Hypoxia should it endure.

Hypoxemia (low O2 in blood) and hypoxia (low O2 level) mean the sane thing.

The 2 terms are used interchangeably even tho a pedant would define them differently. But as the question is worded I think transfer should be hypoxemia. If the question Has asked about lack of oxygen to the body, then hypoxia would have been more correct.
