When did citizens in Puerto Rico receive United States citizenship?

SQinfoNUTS, I believe that, being a "territory" as opposed to a state, P.R. enjoys all the benefits of the U.S. like welfare and Medicaid but they can't vote. Your last sentence I didn't understand.

I still do not understand really what a territory of the United States is exactly. They can't food their citizens. What in the world is that about??
