Those plates at least let other drivers know that there's someone less experienced in front of them, and so they shouldn't be tooted at for making small errors. When I see a learner trying to do something like make an awkward maneuver I always like to give them plenty of room, and make it obvious I'm happy to wait. Nothing makes a learner driver more nervous than being hassled by the driver behind.
