Hap Arnold was from Sonoma, CA. There was a large collection of model airplanes he built on display in the courthouse, back in the late 40s-early 50s, but it has long since disappeared.

According to Wikipedia, Hap was actually given the title posed in the question, 3 years after his (1946) retirement. Three months before his retirement, some of these high positions became permanent for all so ensconced, so they must be somewhat ceremonial.
