Dijah-kora, It's because Rio de Janeiro is the 2nd largest city in the country, and has many more facilities. It's also a city geared for tourists, with many more hotels, restaurants, bars, etc. Have you ever heard of the Olympics being held in Washington D.C.? Same reason.

Dijah-kora, Olympic games don't have to be held at the capital city. think Sydney, LA, Atlanta, Barcelona. None of these are capitals. Rio is the most popular city and best known worldwide. It has more appeal than Brasília, and I suppose that counts for the Committee.
