Actually a horses teeth wear down as it ages. Those who know how to "read a horses mouth" can give a fairly accurate estimate of its age by looking at the surfaces of it's teeth, thus avoiding being swindled. A dishonest owner might try to sell a horse as younger and more valuable than it's actual age. I'd heard the saying came from looking at a horses teeth to check age. Apparently " don't look a gift horse in the mouth " is because of teeth as well.
The seller can say he's a certain age, but looking in the horses mouth will show the truth.
