SneakyMole92698, It absolutely makes sense and a country (or a state) could have several different types of ghettos located within it, or a mix of different minorities in one ghetto, but often in clusters, so Jews in one street and another group in the next.

I chose district for my answer. My understanding of the word ghetto connontates poverty and deprivation. I've never actually looked up the definition before, but that is how the word was always used in my experience. You can have groups of the same ethnicity living in the same area without poverty. For instance, in my city people from India have a community as do South Koreans. They're definitely not living in poverty. Is that still a ghetto?
