I had the same experience. No wandering about...fenced out ! That would probably not have happened if visitors had not caused damage somehow to a historic monument.

Ifirst went there in the 50s when you could just wander around free. Then they got a crane to lift some of the stones, built a high fence and charged admission. It's all money these days.

I played on these stones as a young boy in the fifties. There were no guides, admission charges or security, it was wonderful. I did not realise the significance of the site until many years later when I first saw the exhibition at Salisbury museum in my teens.

The Callanish Stones in the Outer Hebrides, Scotland are older than Stonehenge, free to see and you are also free to wander around under them They are fascinating.

Arohanui, In Maryhill Wa. Sam Hill built a replica of the Stonehenge in the 20s to commemorate the WW1 Veterans of Washington who lost their lives in the war.

We visited in 2009 and, while you could walk around the stones you couldn't go amongst them. It was still a humbling experience. We visited Avebury the same day.
