I grew up working in restaurants in California, and water was always served as soon as people were seated. Not sure where you got your info. but it is not accurate.

NorsePixie7160, I think that here in the US, providing water immediately in restaurants is a regional thing. Here in the northeast, we are always provided with water when we sit down, and always have. Out west, not so much.
