The difference between country and emirate is that country is (label) an area of land; a district, region while emirate is a country ruled by an emir. This is one of the definitions that I found. I say that the answer is open to interpretation.

The 7 Emirates together form a single country, with an elected federal government that oversees them all, a P.M., Pres., V.P., Supreme Council, etc., They also have only one passport, one seat on the UN, one country name on world maps, and just like the United States is not 50 separate countries, the United Arab Emirates is not 7, it's just one single country.
