Flat Paint is indeed another name for the more commonly used Matte Paint, as I discovered after answering this question and getting confused. 'Matte paint' would have been better as a question in my opinion, but I guess I learned something and that's why I play!

Miss Lisa, Flat paint is what is used on the ceilings of most rooms (home, office, wherever) because it reflects very little light unlike enamel paints which are on the walls. Enamel paint on the ceiling would give you a mild case of snow blindness.
