luckycatfay, The explanation stated that it was a conciliatory gesture from the sovereign State of Virginia. As a sovereign state they had the right to do so without any interference from the then limited federal government. It was commemorating the 300th anniversary of the settlement of VA by British...also stated in the explanation.

Why would they want to gift a statue of a traitor to Briton. After all that's what he was considered here, it's like us gifting a statue of King George to USA strange. Don't get me wrong all in the past now but still a bit odd.
