OakBear71282,
Shelties are not toy collies! Toy dogs are dogs which have been deliberately bred down in size - the sheltie is small naturally and contrary to the beliefs of some is not a miniature version of the rough collie, it is a completely different breed. Much the same as why we dont call our Shetland ponies 'toy shetlands' - they are completely different from those deliberately bred down miniature versions.

Kiwozzie,
Rough collies don't either.
We had a rough collie called Kali, he would always try to herd our children when we went on walks in the Yorkshire countryside.
