I've been visiting Seattle regularly since 1983, working across Puget Sound at the Ohio Class Submarine Base, not far from Bremerton. Pike Place Market is close to one of the Ferry ports and across the street is the starting point for the Underground City tour. Just below about a 4 square block area is the original Seattle downtown that burned down in a huge fire. When they went to rebuild, they built above the area. But, some of the shopkeepers chose to reopen their stores that were down below. So for years, they had a bustling shopping district above and below ground, until it became unsafe. The sidewalks that were put into place used opaque clear blocks in various places to allow for natural light to be used; still there today.

It’s not just the fish market. There are plenty of shops and restaurants under and above ground. Nice place to visit.
