In what year was the Treaty of Portsmouth signed?

luckycatfay, I think the reason that so many places in the USA are named new something or use the same name as a place in Europe is that there were so damn tired when they got here they couldn't think of a new name.

I visited this naval shipyard once..I didn’t know about the treaty, though. The town is quite charming!!!

I wrongly assumed that it was Plymouth England not USA so I had never heard of it.
