I'm not sure this correct. I thought Arecibo was the largest in Puerto Rico up until China finished theirs in 2016.

They are making the distinction between a single (radio) telescope and an array.
Since Russian one described has separate reflector components I am doubtful of its veracity.
It is bigger than any single reflector dish.
But is a composite instrument.
