what actually happens is that the Charmer moves the flute in circular or oscillating motions. As well as not hearing, a Snake's eyesight is poor. They rely on tasting the air with their tongue, and feeling vibrations. The snake is baffled and curious. in order to strike, it needs purchase, and to be able to launch itself at its prey or threat. it can't do that from a basket. There is some risk, too, but it's greatly minimised.
