Those folks in the photo are definitely not dancing the meringue. In PR we dance the meringue all the time. The dance is performed with a shuffling 1-2 step and the hips swing back and forth to the music. The minuet (which I was taught in grade school) looks nothing like the meringue. In that dance the couple holds each others hand and steps forward towards each other and then back extending their arm and then forward again with their arms rising high in the air...and then back again and that's about it.
