TVISGO, Possessed means "had" like it means I possess a cat or something. Also, the Soviet Union is consists of Estonia, Latvia, Lithuania, Belarus, Ukraine, Georgia (country), Armenia, Azerbaijan, Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan and Moldova. They developed nuclear weapons in these countries but the silos are based in Ukraine and Kazakhstan and Belarus and elsewhere in its former Soviet territory. When the Soviet Union collapsed, they agreed to give all to Russia. Ukraine had over 1000 nuclear weapons before giving up to Russia according to the Budapest Memorandum which also says Russia should not invade Ukraine after it gave up its nukes

possessed sounded like developed their own.....who would guess Kazakhstan would have that capability ...not a fair question
