There are, I think, four criteria for a, non-dwarf, planet.
Pluto does not clear it's orbit of debris. So fails.
Others are, gravity strong enough to form a spherical shape. Maybe a size thing?
Maybe an orbital shape. Pluto's orbit is very elliptical and off plane with the main solar system plane.
