dragon, that's what I thought. But it turns out that Moscow is 1000 miles WEST of the Ural Mountains. So half of Russia is in Europe.

Arguably Istanbul should be the answer as it has 15.8 million. The city is on both sides of the Bosphorus Strait so is both in Europe and Asia, but that could be the argument against too.
