A full moon is not the brightest because it is surrounded by the dark night and tiny stars. It is the brightest because of it the amount of light being reflect towards us by it. A new moon is reflecting a lot less light. Same moon, same sky, less light equals a dark night. It is simply the amount of light that matters no the darkness around it.
