ccc, You need to visit Vegas. Being surrounded by dessert has nothing to do with the amount of light coming out. It is the availability of ample electricity from Hoover Dam that made this city. A full moon is not the brightest because it is surrounded by the dark night and tiny stars. It is the brightest because of it the amount of light being reflect towards us by it. A new moon is reflecting a lot less light. Same moon, same sky, less light equals a dark night. It is simply the amount of light that matters no the darkness around it.

Paris is not known as the "City of Lights" but rather the "City of Light". The former designation implies Paris is known for its night-time illumination.
