water isn't really a form of energy as much as it is a form of matter... not saying it has no chemical energy properties or anything, but water itself is not "energy" nor does it really do much on it's own without another agent acting upon it. Moving water that produces energy is produced by what moves our rivers and oceans (i.e. gravity), so it's kind of a misunderstanding of physics to think of water as energy in this context. Water is an important element for cultivation of life, but that still does not make it "energy".
