It was the UK, and it is highly suspect on that word "voluntarily". Some Countries that make up this UK voted heavily in remaining in the EU, but were forced out anyway. It has brought on more heated debates.

TRUE CANADIAN Laurel, Margaret thatcher would not have supported Brexit, nor Blair. Boris Johnson didn't believe in it either and famously only chose to back brexit as a popularity stunt. Neither he nor Michael Hove anticipated winning the referendum. There is famous footage of them looking sickly white and genuinely horrified when they heard the result.
