Hindu rulers, and (perhaps) a few minor Muslim princes here and there, used this title. Hindu emperors used Maharaja. Muslim kings and emperors of the numerous dynasties used Sultan, Shah or Shehenshah. Muslim rulers of some larger princely states used Nawwab, Mir, and in one notable case, Nizam.
