Open Source, should be taken more literally. It means the program (source) code is free to view. But there is a menagerie of different legal rules. Berkley (Uni) has an Open Source Unix-like OS but you cannot redistribute it with changes. There is Copy Left, the opposite of Copyright. There is Creative Commons licence, CC. There is GNU public licence, GPL. There is FOSS, free and open source....

Though Linux is often referred to as an operating system, it is technically only a component in an operating system, ie. the kernel. Also, Firefox, Tor etc. are examples of open source software, but they're not operating systems.
