Who came up with the idea of a philosopher king?

The distinction between what was Plato's ideas and what was Socrates' ideas is not clear. Socrates, the Father of western Philosophy, wrote nothing, that is extant, his ideas are given to us through Plato. I don't like that both Plato and Socrates are possible answers.
