this question is too vague, there's a lot of different sushi dishes, some wrapped in seaweed, and some wrapped in rice, like California rolls for example.

I'm not a big fan of sushi & don't get what all the fuss is about. Whether wrapped in rice or seaweed, seems to me like it's a "splitting hairs" argument. The question itself seems unworthy of all the attention it's given. Even by me.
