In all Muslim majority countries, not just Sudan and Somalia, only men are allowed polygamous marriages (India is NOT a "Muslim country" or even a Muslim majority country). Asking the consent of the earlier wife/wives may be mandated by local or state laws, but not by Shari'a, which may, however, consider it de rigueur.
