In which U.S. city is the now-defunct Robert F. Kennedy Memorial Stadium located?

From my readings, this is not the only stadium in the world that have become "white elephants". They are a huge financial burden in each country. More foresite is needed before construction begins.

Used to go there and watch the Washington Senators MLB play.

I'm curious about why they become white elephants. Maintenance costs get higher and higher as years go by, I'm assuming.
