I was a huge Glen Campbell fan back in those days. The question's reference to the power company is wrong (given the "singing in the wires" lyric), but corrected in the explanation. Still, it's unlikely that the county would have been running the phone company, Bell pretty much had a monopoly on that. It's a great song either way. "By the Time I Get to Phoenix" is another, though "Galveston" was my favorite back then.
