What is the parliamentary procedure allowing the US senate to override a standing rule by a simple majority?

I suppose rules can be changed but I think that rule served our country well for 2 centuries. In my opinion, if the majority of statesmen can't agree on a bill/rule/procedure then it probably isn't good for the country.
