By which of these is Interpol governed?

It would be interesting to know how crimes are reported, who can report, who investigates and who can arrest criminals. We have a few here who should be arrested for all three of those areas. Especially organized crime as we seem to have a Mob boss posing as president who uses terrorism to intimidate his country.
