According to Time magazine (July 1966), an early '60s slang term for a doobie (there's another one) was Rainy Day Woman. I've never heard of this, but it does make sense in the context of the song. Now, something harder to explain: 12 times 35 equals 420, a reference that wouldn't come into existence for fifty years. Maybe Dylan really was a prophet.
