Who introduced the concept of time dilation?

I'm not sure about the last paragraph. My, undergraduate, studies taught me that Special Relativity cannot say anything about accelerating frames of reference (only non inertial frames) including where gravity is present. Gravity was treated in his 1915 paper about General Relativity. But not 100% sure.
