What is the purpose of the tool "flail"?

Is this where the saying “To flail about uselessly comes from?” 😀

Flails were also used as whips mainly in Central Europe during the middle ages ; and at times to drive cattle so not sure the answer given totally correct -

I couldn't tell what the apparatus was.
