Giggle Pig, all you have to do is pay a fee. There Is a brick and mortar church in Merced California, among other places. The ` ministers' mostly perform marriages. Quite a few celebrities get it, then pay the city licensing fees, so they can do marroahrs at any location in the state the license fee was paid.
